#1: Endorsement of EffectDAO Sponsored Hackathons (C3)

This proposal is structured as an endorsement for a hackathon, so there is technically no action required from the Foundation. The Foundation, however, was very receptive to the idea and put a hackathon in their 2021 roadmap. This proposal will be considered incomplete until the hackathon occurs.
