#64: DAO Governance Rewards 30% Unused vs Fixed

Currently, 30% of unused cycle funds are distributed to DAO members as a reward for participating in governance. An alternative has been suggested to instead distribute a fixed amount of EFX. There are benefits and drawbacks to both systems. This proposal is a poll of DAO sentiment.
