#19: Lower Entry into EffectDAO (C3)

This was a combination proposal that both gauged sentiment but also requested completion of a task if Accepted. A majority of DAO voters voted "Abstain" which represented an interest to lower entry requirements into the DAO, but did not endorse the authors implementation.
